THE RICHMAN/MOORLACH INITIATIVE

This initiative, sponsored by former Assemblyman Keith Richman, proposes
to drastically reduce pensions for newly hired at all levels of government. It
has been cleared by both the Attorney General and Secretary of State for
circulation. A draft can be found at www.ss.ca.gov.
Constitutional Amendment:
Reduces Public Pension and Retirement Health Care Benefits.

Californians for Health Care and Retirement Security (CHCRS), of which RPEA is a founding member,
released the following:
CHCRS has criticized the statewide initiative to cut pensions and deny healthcare benefits to
teachers, nurses, firefighters, peace officers and other public employees as much as 60%. The new
initiative intends to collect more than 694,000 signatures by January 10, 2008, to qualify for a
statewide ballot. Sponsored by Keith Richman and John Moorlach, who last year proposed
eliminating survivor benefits for families whose loved ones had been killed in line of duty. These are
not nice people.
This measure drastically cuts pension benefits for all new employees. This initiative would create two
classes of workers (divide and conquer?).
PLEASE DO NOT SIGN THIS INITIATIVE. TELL EVERYONE YOU KNOW NOT TO SIGN.

Academies. In 1999 I was invited to be deputized as a Professional Services Reserve with the OC
Sheriff’s Department. I was happy to do the volunteer work, which served to enhance my teaching

credential. In 2000 the OC Sheriff’s Dept. even awarded me the HTCU (High Tech Crime Unit)
“Supervisor of the year award” for “Demonstrated Commitment to the department and to unit goals.”
(A very nice plaque). The Sheriff’s Dept. sent me to Lakewood , Colorado to learn details of the

I had a life threatening episode in 2003 and had to have a triple by-pass surgery. In April of 2004, I
received a letter from Sheriff Mike Carona’s office indicating I had ten days to turn in my equipment:
“your services are no longer required as of April 7, 2004”. How does that grab you? I had just had a
serious operation and the Sheriff couldn’t wait a few months for me to recover. They wanted that
badge and ID back “within ten days”. I couldn’t wait. Almost immediately after receiving the letter of
separation, I went to the Santa Ana Sheriff’s office and unceremoniously returned badge case and
identification.
Shortly thereafter, I was informed by a dedicated, professional investigator (whose name will remain
confidential), that the reason for dumping me in such a cold and abrupt manner was that I was
accused of nothing more than “bad mouthing” the sheriff. I couldn’t have conceived of any reason so
petty and I would have given them a fight if I had known. I can see now, in retrospect, why Mike
Carona could have been that paranoid. I guess I just wasn’t paying attention to politics then, just
doing my job.
According to OC Register of September 20, 2004: “Lincoln Club Chairman, Tracy Price, whose group
of wealthy Republican Business people has been a primary broker of Corona since he was first
elected sheriff in 1998” stated: “Being the lead guy, Mike is certainly going to suffer from the outcome
of these problems.” At the time “these problems” included charges against Assistant Sheriff George
Jaramillo for misappropriating public funds and for conflict of interest. There were allegations by
Newport Beach Police that Jaramillo interfered with the investigation of a rape allegation against one
Gregory Haidl, son of Assistant Sheriff Don Haidl. And there was grand jury criticism for the sheriff’s
possible cover-up in a pot bust of Gregory Haidl, while he was out on bail, awaiting a rape trail. All this
from the OC Register of September 30, 2004. It has only gotten worse since. In 2006, according to an
article by R. Scott Moxley of the OC Weekly: Lt. Bill Hunt received OC’s rank and file Sheriff’s Deputies
endorsement for Sheriff, but Michael Corona got the endorsement of the Orange County Republican
Party’s Central Committee to win. I wonder, did Bill got accused of “bad mouthing”?
