ABOUT CHAPTER 025
Granted Charter May 8, 1965
CHAPTER 025 is one of 88 local chapters bringing you up-to-date
information.  This chapter meets four times a year, January, April, July and
October.  We also produce a newsletter that is mailed to members 10 days
prior to each meeting. Our members include both active and retired
employees interested in preserving their retirement and health care.
We are NOT a union; we are a non-profit California corporation
representing active and retired public employees.  That includes all State,
Universities, Counties, Schools and Public Agencies (cities), both Safety
and Miscellaneous Employees.
RPEA was founded in 1985 as an association to protect and enhance
retirement benefits for all Public Employees receiving pension or health
benefits from the California Public Employees Retirement System
(CalPERS).  RPEA also works in conjunction with other retirement
associations representing different segments of public employment, i.e.,
state, public agency and classified school employees.
RPEA retains a professional Legislative Advocate who represents our
interest before the Governor, Legislators and the CalPERS Board.
RPEA continues and active and ongoing relationship with CalPERS
serving on their Advisory Committee concerning CalPERS plans and
proposals.
RPEA maintains a close relationship with CalPERS Board of
Administration members who are frequent speakers at RPEA General
Assembly, State Board and individual Chapter meetings.
Summary, RPEA, as a viable association representing all CalPERS public
employees (active and retired) was established primarily to protect and
enhance retirement benefits for its members.

                           RPEA Legislative Committee

During the CalPERS Board of Administration meetings RPEA speaks up
for all active employees and CalPERS retirees and we are often asked
when we approach a prospective member: “What have you done to help
your members?”  
Set forth below is a partial listing of more recent legislation sponsored, co-
sponsored and/or actively supported by RPEA, with one exception.  We
say more recent, but we have also included 1992 Proposition 162, because
of its significance today.
In 1992, RPEA, following a protracted lawsuit and appeal process, and the
gathering of thousands of signatures, succeeded in having Proposition
162 enacted.  This was the result of a raid upon CalPERS retirement funds
by then Governor Pete Wilson to the tune of $1.9 billion, to balance the
budget.  As a direct result of PREA’s efforts, Governor Wilson was required
to repay those monies into the CalPERS funds.  Our State budget is in
much worse shape today than it was then, and we must be more diligent
than ever in guarding those funds.  We do this by sheer numbers of
members.
